About the Citizens' Bond Oversight Committee
The purpose of the Citizen's Bond Oversight Committee (CBOC) is to actively review and report on the proper expenditure of taxpayers' money for school construction on Measure M and X Bond projects. The first CBOC meeting was held on August 20, 2015, and have continued since then.

Citizens' Bond Oversight Committee
Moreno Valley's Board of Education approved the appointment of the Citizen's Bond (Measure M) Oversight Committee (CBOC) at its April 14, 2015, School Board Meeting.

When terms expire, or when members opt out of service, applications are sought and replacement recommendations are presented to the School Board for appointment.

Selection Criteria

SELECTION CRITERIA OF CITIZENS' BOND OVERSIGHT COMMITTEE MEMBERS:

1. Meets Independent Citizens' Bond Oversight Committee Bylaws (that were approved by the District's Board on January 20, 2015)

2. Meets Proposition 39 Member Criteria:

Member shall be the parent/guardian of child enrolled in the district
member shall be both a parent/guardian of child enrolled in the district and active in a parent-teacher organization
Member active in a business organization representing the business community
Member active in a senior citizens' organization
Member active in a bona-fide taxpayers association
Two members of the community-at-large

3. Response is consistent with Oversight Committee 'duties'

Bylaws

The rules and regulations enacted by an association, corporation, or committee to provide a framework for its operation and management.

Bylaws may specify the qualifications, rights, and liabilities of membership, and the powers, duties, and grounds for the dissolution of an organization.

The Citizens' Bond Oversight Committee is governed by MVUSD Board approved Bylaws are attached for your easy reference; amended 9/19/16.

Measure M

In order to repair and update Moreno Valley schools, the School Board voted June 17, 2014, to place a $398 million bond measure on the Nov. 4, 2014, ballot.

On November 4, 2014, the community overwhelmingly approved the $398 million bond "Measure M", giving it close to 64% of the vote.

Measure M priorities include:

Modernizing schools and classrooms to improve access for students with disabilities
Providing the facilities and equipment needed for career and technology education classes to prepare students for college and good paying jobs in fields like science, technology and the trades
Making funding available to protect the quality of instruction in core subjects like math, science and technology
Upgrading classrooms, science labs, career-training facilities and computer systems to keep pace with technology
Improving student safety and security systems, including security lighting, fencing, smoke detectors, and fire alarms and sprinklers
Identifying and replacing faulty gas pipes to prevent school shutdowns
Repairing and replacing leaky roofs, worn-out floors, old, rusty plumbing and faulty electrical systems

Fiscal Accountability for Local Funding

Measure M will provide $398 million in local funding to improve Moreno Valley schools.

All money raised by this measure will stay at local schools to support our children's education. It cannot be taken away by the state or used for any other purpose. It also requires a clear system of accountability, including a project list detailing exactly how the money will be used, an independent Citizens Oversight Committee to review all bond expenditures, and annual independent audits to ensure the money is spent properly.
